公证和认证手续，通常需要有如下3个必要且正式的步骤：

There are 3 necessary and formalized steps for Notarization and Authentication:

l  在境外公司所在国家进行公证

Notarize in the country where the foreign company is located.

l  在境外公司所在国的外交部进行认证

Certified by the Ministry of Foreign Affairs of the host country.

l  在境外公司所在国的中国使领馆进行认证

Certified of the Chinese Embassy or consulate in the host country.

境外公司完成公证和认证手续后，还需要找中国境内的翻译公司进行翻译。

2002年，中国司法部颁布了《中国委托公证人管理办法（香港）》，对委托公证人制度作出了较为全面的规定。
